Brief History
The agency was formed in 1971 as the Hartford Housing Authority to administer housing programs that improve, preserve and provide affordable housing for low and moderate income households. Initially the agency was created by the City of Hartford Common Council to construct, own and manage 45 units of Section 8 new construction elderly housing known as Harthaven at 33 High Street.
Since then the HCDA has expanded the number and scope of its programs to include all facets of housing and related economic development to improve the quality of life in and around the City of Hartford.
